Help with university?

Hello, hypothetically speaking say a university voilates your rights and in a separate incident penalizes you for cheating but they can't prove you were cheating. Is there any neutral party who can step in and help me? My friend said there is some office or agency with some crazy sounding name I could not spell or pronouce, but I haven't been able to get in touch with him to see what he was talking about. I got accused of cheating and it is not clear that I was cheating, I had no knowledge of what would be on the exam. I need that penalty lifted and it bothered me the whole year. It's like you read a book and you get penalized because some of the exam happens to be in that book. Is it your fault the prof. got his/her exam out of the same book I had?
