Why dont the powers that be just bomb Muammar Gadaffi?

He's having a grand street party parade while NATO bombs are being dropped within miles of him. There must be a reason, he seems exempt whats the reason, does he have anthrax, ICBM's, he has something up his sleeve and everyday people are not being told.
