try using RustBlast by kbs coatings. You spray it on full strength keeping it wet for about 30min, scour as needed then rinse with water, dry completely. RustBlast is a mild phosphoric acid etch & rust remover. It will also leave a zinc phosphate residue which is advantageous for good paint adhesion. And i'd recommend sealing the pedestal with their RustSeal for a nonporous barrier then topcoat with your paint. You'll never deal with rust again,
