Is it legal to give a Mantaray a ?

I just happened to find myself a mantaray in the Indian Ocean after losing a bet to Bill Murray about how many points he scored in Space Jam. Funny thing is, not only did I enjoy giving the mantaray a , I went back and did it again the next day. I realize that from a moral standpoint, this may seem unethical, but I don't care about the opinions of people who sit around on Yahoo! all day trying to earn points. Bottomline: Is giving a mantaray a legal in the U.S. and are there any international treaties forbidding such actions in open waters?
