Windows Vista,..Forgotten pword?

I wanna buy this good computer from a pawn shop..and it comes with Vista. But, the previouse owner forgot the pword. How do i by tell the seller how to fix-this.. Also, i have been looking this up and websites tell you to download p/w changer. My other question is how do you do that if you can't get ped the p/w.
