Does anyone know the legalities of getting married in Cherokee, NC?

...can anyone be married there? (on the Reservation) What about getting marriage license, finding a Justice of the Peace or minister... We just want it to be easy and simple, no big "to-do"... no "wedding packages" or anything of that sort. Thanks!
