How to get a social security (us) F2 visa? Help?

Does anybody know how to get a social security @ f2 visa legaly? I tried to go to the Ofiice at hutch, ks but they said if I have a work permit then I can get one. They said that I need a sponsor to prove that I am really working with him/her. My parents and I are legal. Thanks
