If we put Jimmy Carter in charge of diplomacy with al Qaeda, what US compromises should he offer?

I've read enough posts from the anti-war types to know you don't want to pay for war, find war immoral, wish that war would leave the planet forever, and so on. I would just like a peak at what peace negotiations would look like...using your Nobel peace award winner as the negotiator. Thanks for answering THIS question.
